Increased globalization, and its anti-thesis, localization, have put considerable pressure on cities - presenting both opportunities and risks. Cities are responding to these challenges (in the form of shortcomings in national governments as well as in local governments themselves) in a number of ways, primarily through networking, sharing, partnering and learning.
City-to-city (C2C) networking is a peer-to-peer municipal framework that connects local governments to share best practices, pilot innovative policies, and tackle global challenges such as sustainability, digital transformation, and urban resilience. It accelerates problem-solving and capacity-building by bypassing slower national-level legislative channels.
