Something needs to be done in a concerted and sustainable way - this clearly emerges from the previous two sections. Designating 1998 as the Year of the Ocean is a step in the right direction, in terms of highlighting the effects of, and affects on, the oceans. It has also helped spawn a number of activities at the local, national and global levels, Clear roles need to be played by a range of governmental and non-governmental actors, and the civil society at large.
